PADI vs SSI: Which One Is Better?

Neither. Both PADI and SSI are members of the World Recreational Scuba Training Council, both teach to the same minimum standards, both are recognised worldwide, and neither certification expires. No dive center in Cozumel — or anywhere else — will refuse a diver for holding one card rather than the other.

The differences are real but administrative: what the materials cost, whether you keep them, and how flexibly the course can be sequenced. None of them change what happens once you are in the water.

The short version: choose the dive center and the instructor first, then accept whichever agency that center teaches. The one exception is going professional, covered below.

Materials And What You Keep

PADI materials are bought separately and stay yours — a manual, digital or printed, that you keep and can refer back to years later. SSI provides digital materials included in the course, accessed through the center that trained you. If you like owning a reference you can reread on a plane, that is a small point in PADI's favour. If you would rather not pay for a book you will read once, it favours SSI.

Course Sequencing

SSI allows an instructor to reorder some skills within the course. PADI follows a fixed sequence. In practice this matters to the instructor rather than to you, and it occasionally means an SSI course can adapt around bad weather or a student who needs to repeat a skill on a different day.

The Card Itself

SSI is digital-first: your card lives in an app. PADI offers a physical card or an eCard. If you dive in places where a phone is not always practical, a physical card has a certain appeal. Most divers photograph their card and stop thinking about it.

Cost

SSI often works out slightly cheaper because materials are bundled rather than purchased. The difference on a full Open Water course is usually modest against the total, and it is smaller than the variation between two shops teaching the same agency on the same street.

Cozumel dive centers publish their own rates and they differ, so compare what is actually included rather than headline figures: how many dives, whether equipment rental is in, whether the Marine Park fee is separate. Speaking of which — the Cozumel Marine Park fee for 2026 is 225 pesos per day, payable by every diver regardless of agency, and some shops fold it into their price while others collect it separately. That single line accounts for more confusion in price comparisons than the agency choice ever will.

Recognition And Crossing Over

You can move between agencies freely. An SSI Open Water diver can walk into a PADI center and take PADI Advanced Open Water. A PADI Rescue Diver can do an SSI Divemaster. There is no conversion course, no fee, and no paperwork beyond showing your card.

PADI has more centers worldwide, so if you dive in unusual corners of the world you will find a PADI shop more often. In Cozumel this is irrelevant — both are everywhere on the island.

Going Pro Is The One Place It Matters

If you are only ever going to be a recreational diver, the agency on your card is close to meaningless.

If you think you might go professional — Divemaster, then Instructor — it starts to matter. Professional pathways are generally completed within a single agency, so it is worth choosing deliberately before you start that track rather than midway through. What Actually Determines Your Experience

The instructor and the group size. Not the agency.

An SSI instructor with three students will teach you better than a PADI instructor with eight, and the reverse is equally true. The variables that decide whether you surface from your first open water dive grinning or shaken are ratios, patience, and whether the person teaching you is willing to spend an extra session on the skill you cannot get right.

In Cozumel Specifically

Both agencies are widely taught across the island, and a number of centers teach both — which makes the decision disappear entirely. Studio Blue, locally owned and diving here since 1990, is one of them.

A few centers sit outside the pair altogether. Best Dive Cozumel is a NAUI Pro Platinum Training Center, and NAUI certifications are recognised on exactly the same basis. If a shop you like teaches NAUI or SDI rather than PADI or SSI, that is not a reason to walk away.

  1. Pick the dive center — reputation, group size, boat, how they answer your emails.
  2. Ask who will actually be teaching you, and how many students they will have.
  3. Accept whichever agency that center teaches.
  4. Only if you are heading for a professional pathway, reverse steps one and three.

That is genuinely the whole decision. If a shop pressures you about the superiority of its agency, treat it as a signal about the shop rather than about the agency.
