At one end a dive operation runs from the address, the boat leaves from the hotel's dock and your gear never goes home with you. At the other, a hotel has an arrangement with a shop down the road and sells you a package. Both are worth staying at. They are not the same purchase.
The table below compares them on the things that change a diving week: where the property sits, how big it is, what the rate covers, which dive operation is actually there, whether boats leave from the property, whether you can get in the water from the shore, and whether gear is rinsed and stored for you.

Six properties have both a confirmed dive operation and boats leaving from the property. Coral Princess, Blue Angel, Hotel Cozumel & Resort, Allegro, Occidental and Iberostar Waves. If you want the version of a dive week where you walk from your room to the boat, those are the six that say so on their own sites.
Three properties are the strongest on shore diving. Coral Princess includes unlimited shore diving and is candid that the entry is rocky. El Cid La Ceiba gives unlimited tanks for shore dives and has a plane wreck about 200 feet out. Presidente puts tanks and weights for shore dives into its dive packages. Allegro and Occidental, by contrast, both have their operator state plainly that there is no shore diving — useful to know before you book a week expecting it.
Two of the biggest all-inclusives name no dive operation at all. Grand Park Royal and Zel Cozumel are large, well-reviewed resorts, and neither publishes a dive center on its own website. That does not mean you cannot dive from them — plenty of shops collect guests around the island. It means the diving is something you arrange, not something the property runs.
Three name an operator the operator does not confirm. Cozumel Palace names Aqua Safari, Playa Azul names Blue Dream Cozumel, and Secrets Aura says only that it has an on-site PADI center without naming who runs it. Casa del Mar's own site contradicts itself on whether the shop is on the property or across the road. Arrangements like these do change. If the on-site operation is the reason you are booking, confirm it with the property before you pay.
Downtown and just south, Km 1 to 7. Hotel Cozumel & Resort, Blue Angel, Casa del Mar, El Cid La Ceiba, Cozumel Palace, Grand Park Royal and Presidente. Restaurants, shops and the ferry are walkable or a short ride, and this is the densest run of properties with dive operations.
The far south, past Km 12. Secrets Aura, Occidental and Iberostar Waves. Closest to Palancar, Colombia and Punta Sur. Furthest from town, so you will mostly be eating where you sleep — which is why these are the all-inclusives.
The north shore. Coral Princess, Playa Azul and Zel. Calmer water and quieter, further from the southern reefs, and a longer boat ride to them.
Every claim above comes from one of two places: the property's own website, or the website of the dive operator that works there. Where a hotel names an operator, we checked that operator's own site for a matching address before treating the relationship as confirmed. Booking sites, review aggregators and third-party resort round-ups were not used as sources of fact, because they are where most of the out-of-date information about Cozumel resorts comes from.
