What Counts As A Dive Resort Here
Cozumel has fifteen properties that put diving in their own marketing, and they do not offer the same thing. At one end a dive operation runs from the address, the boat leaves from the hotel's dock and your gear never goes home with you. At the other, a hotel has an arrangement with a shop down the road and sells you a package. Both are worth staying at. They are not the same purchase.
The table below compares them on the things that change a diving week: where the property sits, how big it is, what the rate covers, which dive operation is actually there, whether boats leave from the property, whether you can get in the water from the shore, and whether gear is rinsed and stored for you.

Reading The Table
Six properties have both a confirmed dive operation and boats leaving from the property. Coral Princess, Blue Angel, Hotel Cozumel & Resort, Allegro, Occidental and Iberostar Waves. If you want the version of a dive week where you walk from your room to the boat, those are the six that say so on their own sites.
Three properties are the strongest on shore diving. Coral Princess includes unlimited shore diving and is candid that the entry is rocky. El Cid La Ceiba gives unlimited tanks for shore dives and has a plane wreck about 200 feet out. Presidente puts tanks and weights for shore dives into its dive packages. Allegro and Occidental, by contrast, both have their operator state plainly that there is no shore diving — useful to know before you book a week expecting it.
Two of the biggest all-inclusives name no dive operation at all. Grand Park Royal and Zel Cozumel are large, well-reviewed resorts, and neither publishes a dive center on its own website. That does not mean you cannot dive from them — plenty of shops collect guests around the island. It means the diving is something you arrange, not something the property runs.
Three name an operator the operator does not confirm. Cozumel Palace names Aqua Safari, Playa Azul names Blue Dream Cozumel, and Secrets Aura says only that it has an on-site PADI center without naming who runs it. Casa del Mar's own site contradicts itself on whether the shop is on the property or across the road. Arrangements like these do change. If the on-site operation is the reason you are booking, confirm it with the property before you pay.
Where On The Island
Downtown and just south, Km 1 to 7. Hotel Cozumel & Resort, Blue Angel, Casa del Mar, El Cid La Ceiba, Cozumel Palace, Grand Park Royal and Presidente. Restaurants, shops and the ferry are walkable or a short ride, and this is the densest run of properties with dive operations.
The far south, past Km 12. Secrets Aura, Occidental and Iberostar Waves. Closest to Palancar, Colombia and Punta Sur. Furthest from town, so you will mostly be eating where you sleep — which is why these are the all-inclusives.
The north shore. Coral Princess, Playa Azul and Zel. Calmer water and quieter, further from the southern reefs, and a longer boat ride to them.
What To Confirm Before You Book
- Which shop is on the property right now — and whether you are obliged to dive with them. Operator arrangements change, and four of these fifteen properties do not have the relationship confirmed on both sides.
- Whether boats actually collect from the property. Having a dock is not the same as boats using it for guests.
- What the rate covers. Occidental's all-inclusive plan explicitly excludes diving. Casa del Mar prices all-inclusive as an add-on rather than including it. Presidente and Coral Princess are room-only by default.
- Whether gear is rinsed and stored. Over a week of diving this matters more than it sounds, and only five of these properties state it.
- If shore diving is the plan, that shore diving exists. Two of these properties have their own dive operator state that it does not.

What is typically included in a Cozumel all-inclusive dive package?
The resort side usually covers the room, buffet and restaurant meals, snacks and drinks. Diving is very often a separate add-on rather than part of the rate — Occidental Cozumel, for example, explicitly excludes diving from its all-inclusive plan, and Casa del Mar sells all-inclusive as an add-on rather than including it. Marine park fees, gear rental, nitrox and crew tips are almost never included, and are frequently cash only. Confirm in writing how many dives are included, on which days, and what happens to unused dives.
Do I have to use the dive shop at my resort?
Usually not. Most Cozumel properties allow independent operators to collect guests from the pier or the lobby, and plenty of divers use the resort shop for easy days and an outside charter for deeper trips. Some properties charge a pier or beach-access fee for boats that are not theirs. Confirm the exact pickup point in writing before paying a deposit, because access rules differ from hotel to hotel.
Which Cozumel resorts are closest to Palancar Reef?
The far south properties. Iberostar Waves Cozumel and Occidental Cozumel both sit at the southern end of Carretera Costera Sur, inside the national park stretch and only a few minutes by boat from Palancar. Allegro Cozumel on Playa San Francisco is close behind. Secrets Aura Cozumel at Km 12.9 adds roughly ten to fifteen minutes of transit. The trade is restaurants: from the far south you will mostly be eating where you sleep.
Is there real shore diving at Cozumel resorts?
At some, and it is worth checking rather than assuming. Coral Princess includes free unlimited shore diving and is candid that the entry is rocky. El Cid La Ceiba gives unlimited tanks for shore dives, with a submerged plane wreck about 200 feet off the beach. Presidente InterContinental puts tanks and weights for shore dives into its dive packages. At the other end, Allegro and Occidental both have their own dive operator state plainly that there is no shore diving at all. Treat an unnamed unlimited shore diving claim sceptically until you know which reef it refers to.
What happens if the port closes because of weather during my stay?
When north winds are strong, usually between November and March, the Port Captain can close the harbour and no dive boat leaves. Policies vary widely: some operators credit the day, some reschedule, some do neither. Ask before you book, and prefer packages that let unused dives roll to another day. Travel insurance covering weather interruption is worth considering for a winter trip.
Can I get scuba certified while staying at a Cozumel resort?
Yes. Most resort dive centers and independent shops on the island run entry-level certification courses, typically over three to four days of in-water training. Completing the theory online before you arrive shortens the classroom and pool time considerably. Bear in mind a course consumes a large share of a one-week trip, so plan it deliberately rather than deciding after you land.
Do I need to bring my own dive gear?
Not strictly — rental sets are available across the island, and tanks and weights are always supplied locally. Bringing your own mask, dive computer and exposure suit is usually worth the luggage space for fit and familiarity across a week of diving. Do not assume rinse and storage, though: of the fifteen properties on this page, only five state on their own sites that gear is rinsed and stored for you.
Do Cozumel dive shops pick divers up from hotel piers?
Many do, but within a limited stretch of coast. Operators that publish their pickup ranges generally cover properties from just south of downtown San Miguel through the southern resort zone. Coverage north of town is far less common, and the reason is geography: the reefs are in the south, so a northbound detour costs the boat a long run before the first dive. North of town, divers more often take a taxi to the shop or a marina.
What is a pier fee in Cozumel?
A pier fee is a charge levied by the hotel, condo complex or marina that owns the dock, paid per person per day for the right to board a boat there. It is private income for the property and covers dock maintenance and insurance. It is separate from the dive price and separate from the marine park fee, and it is very often missing from the quote a shop gives you.
Is the pier fee the same as the marine park fee?
No — they are unrelated charges. The marine park fee is federal, charged per diver per day, and goes to Parque Nacional Arrecifes de Cozumel. Every diver pays it regardless of where they stay or who they dive with. The pier fee is private, goes to whoever owns the dock, and applies only if you board from that dock. Budget for both, and expect to pay at least one of them in cash.
Should I stay at a hotel with its own dive shop?
It depends on whether you have already chosen an operator. An in-house shop is genuinely convenient — gear stays rinsed and stored, and nobody carries a tank across town. The cost is flexibility: once you are on a property with a shop, switching mid-week can mean an outside-boat pier fee or a taxi. If the operator matters more to you than the room, choose the operator first and let the hotel follow.
How early should I be ready for a dive boat pickup?
Morning boats typically depart between 8:00 and 8:30 — Blue Angel, for instance, publishes 8am, 10am and 1pm departures from its own dock. For a pier pickup, be on the dock ten minutes early with gear assembled, because the boat may have several more stops and cannot absorb a delay. If you are taking a taxi, add another fifteen minutes of buffer, since cabs thin out away from the cruise terminals.
Is the north or south zone better for diving?
South, if diving is the point of the trip. The best-known reefs sit at the southern end of the island, boats run that way, and southern properties are inside the normal pickup range, so mornings are shorter. The north shore — Coral Princess, Playa Azul and Zel — often offers a quieter beach and calmer water, but costs a longer boat ride to the southern reefs. Downtown is the middle option, with the widest choice of operators within walking distance.
Is it better to dive with a shop that has its own pier?
It shortens the morning rather than improving the diving. Boarding at a dock the shop owns removes the second trip from shop to marina, the wait for a slip in a shared rotation, and any pier fee owed to a hotel, and gear can usually stay rinsed on site overnight. The dive itself is still decided by group size and guiding — and a pier far from the southern reefs means a longer boat ride each way regardless.
